All 2,477 gminas in Poland have prepared evacuation plans

All 2,477 gminas have prepared evacuation documents. They define routes, assembly points and ways of transporting residents in the event of war, flood or disaster. The documents had to be ready by the end of 2025; the basis is the law on the protection of the population and civil defence of 5 December 2024, in force since 1 January 2025.

In Warsaw, metro stations are being prepared as shelters, and 120 buses that can be adapted for transporting people on stretchers have been ordered. The plans pay particular attention to children, pregnant women, hospital patients, people with disabilities and residents of round-the-clock care facilities.

The documents do not mean that an evacuation has been announced: it is a plan for when it is needed. Local authorities can act without lengthy procedures if there is a direct threat to life or health.
