On 15 October the Warsaw city council adopted a position calling for far-reaching restrictions on electric scooters, Warszawa w Pigułce reports. A large majority of councillors voted in favour and three abstained.

The document contains two demands: a ban on riding e-scooters rented through mobile apps anywhere in Warsaw, and a ban on using e-scooters in the city centre. The central restriction would also cover private scooters. Councillor Jan Mencwel (the Lewica, Miasto Jest Nasze and Wspólne Jutro club) proposed a temporary ban on all e-scooters until nationwide rules appear.

The adopted position is not a binding act: residents may still use scooters under the current traffic rules. As Jakub Dybalski of the Municipal Roads Authority explained to TVN24, the document indicates the direction of expected changes. The city cannot create a scooter-free zone with a single local act, so councillors are waiting for changes in national law that would let local governments introduce such restrictions themselves.
