President Karol Nawrocki told Rzeczpospolita about Prime Minister Donald Tusk: he received the president's signature on a law, yet fuel at 5.19 zloty still does not exist. Nawrocki said he expected the government to prepare a new, corrected law; instead, in his words, the prime minister is taking drivers hostage.

The law concerns a tax on windfall profits of fuel companies. The president rejected the first version in July and referred it to the Constitutional Tribunal. He signed the second version and also referred it to the tribunal, but in a subsequent review. Full responsibility for its unconstitutionality now lies with the government, he said. He said he acknowledges the law as unconstitutional but did not back down, because he signed it.

Tusk, as opposition leader, promised that petrol would cost 5.19 zloty a litre. XTB analyst Michał Stajniak, quoted by money.pl, says that even if taxes and excise were dropped, 53 groszy would still be missing. In an early-October calculation, a litre of diesel at Brent around 100 dollars breaks down into crude (2.42 zloty), excise (0.88), fees (0.45), margin (3.30) and 8% VAT (0.56), a total of 7.62 zloty.
