The PZPN Club Licensing Commission has obliged Legia to pay 250,000 zloty for each home match in which the club does not provide the required number of seats for away fans. The commission calls this not a fine but a “means of control”: if the section is opened, the club does not need to pay anything.

The away fans' section is closed until the end of 2026; the commission called this an “unauthorised” temporary shutdown. Until the end of the year Legia play five home matches: against Wisła, Lech, Raków, Wieczysta and Pogoń. Without an away section that is 1.25 million zloty.

On 8 October the club said that the Mayor of Warsaw had issued permission for matches without away fans and that the club is obliged to comply with it. The commission interprets this permission differently.
