The first reading has begun in the Sejm of a government draft that from 2027 raises excise on all alcoholic drinks beyond the previously approved schedule. Excise on ethyl alcohol will rise from 8,811 to 10,109 zloty per hectolitre of 100% alcohol, and on cider and perry up to 5% from 97 to 122.71 zloty per hectolitre.
The government estimates that the budget will receive about 1.8 billion zloty a year from VAT and excise. In 2027–2028 the NFZ will receive a fixed 1.4 billion zloty a year, from 2029 depending on actual receipts. Deputy Finance Minister Jarosław Neneman says alcohol in Poland is too cheap relative to incomes.
Confederation and the “Direct Democracy” group have submitted a motion to reject the draft in the first reading.
