The Sejm passed amendments under which flat owners in a housing association or a general meeting of a housing cooperative will be able to ban hotel services in the flats of their building. In a cooperative, more than 50% of the votes of those entitled to vote will be needed. After such a decision, landlords will have half a year to end the activity. 407 deputies voted in favour, 24 against, nine abstained. The law goes to the Senate.
Gminas will be able to introduce zones where short-term rental of housing is temporarily banned. Residents, associations and cooperatives will be able to initiate inspections of such flats, including on safety and order. If three violations accumulate within half a year, the property will be removed from the register and can return to it only after a year.
The law also introduces a Central Register of Tourist Accommodation Facilities, mandatory registration and identification numbers for listings. Bans from associations, cooperatives and gminas are to take effect on 1 January 2028, the other provisions 14 days after publication.
